How to Teach Place Value
Place value is one of the first genuinely abstract ideas in primary math — the same digit means something completely different depending on where it sits. Students need to physically group and regroup quantities before the words 'tens' and 'ones' will mean anything to them.
Practical Advice
Use base-ten blocks (or any bundleable objects — straws, popsicle sticks) so students can physically make a group of ten and see it as both '10 ones' and '1 ten' at the same time. Introduce the words 'tens' and 'ones' only after students have done this bundling themselves, not before.
Classroom Examples
Give a student 23 loose counters and ask them to organize them to make counting easier. Most will start grouping into tens on their own — use that instinct as the entry point to formally naming the groups as tens and the leftovers as ones.

Common Difficulties
Students often read a number like 42 correctly but can't say what the '4' represents on its own — that's a sign the place-value concept hasn't fully formed yet, even if the number itself can be read fluently. Go back to physical grouping rather than more written practice.
Differentiation
Extend confident students into three-digit place value (hundreds, tens, ones) using the same bundling approach at a larger scale. Students needing more support benefit from staying at two digits with physical blocks for longer before any written work.
Assessment
Show a two-digit number and ask a student to build it with blocks, then ask what each digit means. If they can build it correctly but can't explain the digits, that's useful diagnostic information — the physical skill and the conceptual understanding aren't always in sync yet.
